E85 off to slow start in face of limited number of FFVs


PTT Plc has become the first oil company in Asia to sell E85, but the 85% ethanol blended fuel will hardly be a money-maker for the first few months. In fact, the only customers for E85 will be car companies testing their imported flex-fuel vehicles (FFVs) and the handful of drivers who have purchased them to date.

Those drivers who do fill up at the one PTT station carrying the fuel, near the entrance to the Bang Na-Trat expressway, will be getting quite a bargain. At 20.19 baht a litre, E85 costs 48% less than premium petrol, 30% less than gasohol 95 and 27% less than gasohol E20.

The retail price will be reviewed next week by the National Energy Policy Council, which will also set the levy paid to the state Oil Fund as well as the subsidy programme.

Prasert Bunsumpun, the PTT chief executive and president, said five FFVs were part of the test run, including the Volvo S40 and C30 and the Chevrolet Impala LT from General Motors.

''We plan to step forward to encourage automobile manufacturers to produce FFV cars here in parallel with the government's alternative fuel promotion,'' he said.

PTT plans to open E85 pumps at 14 stations by the end of this year and its subsidiary, Bangchak Petroleum, will launch E85 in October at 14 of its service stations.

1. Cards remain the property of Bangkok Mass Transit System Public Co., Ltd.

2. Cards can only be used in accordance with the rules and regulations of the Company.

3. 5 year card life starts from date of first entry at an Automatic Gate. Value can only be added to unexpired cards.

4. For the first issue:
- Non-refundable card issuing fee of 30 Baht
- No traveling deposit of 30 Baht
- Initial value is as specified by the Company

5. Value added to cards must be according to increments as specified by the Company. Maximum value of BTS SKY SmartPass is 2,000 Baht (including traveling deposit).

6. Stored value should be used within 2 years from date of last transaction, after which any remaining value will not be refunded, replaced with a new card/ticket, transferred to another card/ticket, or exchanged for items of equivalent value.

7. Penalty for misuse is as specified in Conditions of Issue.
8. Card fee and charges are not applicable for replacement cards, except where misused.

3. 5 year card life starts from date of first entry at an Automatic Gate. Cards may be refilled with trips at anytime after the first trip has been used or validity expires, as specified by the Company regulations.

4. Cards can only be used by a student aged not over 23 years, studying at an academic institution in Thailand, recognized by the Ministry of Education (details as per Conditions of use for BTS STUDENT Passes). A valid Student ID and Citizen ID must be presented upon request by a company officer. The Company reserves the right to confiscate this card without refund and charge 20 times the maximum applicable fare, as penalty for misuse.

5. For the convenience of passengers, ID cards are not required to be shown when purchasing passes.

6. For the first issue:
- Non-refundable card issuing fee of 30 Baht
- No traveling deposit
- Initial value is as specified by the Company

7. Cards are non-refundable
8. Cards or refills, which have not yet commenced initial use, will remain valid for 45 days from date of first issue or last refill. After which, all value will be deducted and cards will become invalid for travel, unless refilled at a BTS Ticket Office.

Laws passed by the coup-appointed National Legislative Assembly (NLA) last year are causing a lot of changes in the way that business is conducted in Thailand.

Many would argue changes for the better, despite the fact that they were passed by a coup-appointed legislature. Much of the legislation was also railroaded through in a rush that left little time for the laws to be reviewed by members of the NLA

One theory is that much of the legislation passed was legislation left over from previous sessions of parliament that didn't make its way into law because it infringed on powerful vested interests in some way.

Thailand central banking news:Annual symposium, possible change in inflation target, delay in MPC appointment


After the 1997 Asian economic crisis, the Bank of Thailand formulated a new long-term anti-inflationary monetary policy that the central bank has adhered to without wavering to this day.
Since year 2000 the target of monetary policy has been to keep core inflation within a range of zero to 3.5% over the next two years.

The consumer price index measures the general level of prices for goods that households buy.
Core inflation is just the consumer price index without energy and fresh food goods which usually have more volatile prices than other goods.

The central bank is considering switching to using the consumer price index (headline inflation) instead of core inflation because core inflation has lagged headline inflation.

Production prices increased at a double digit pace in August (22% year-on-year) which clearly shows that there are inflationary pressures despite a recent decline in oil prices.

Thai Boxing [ Muay Thai ]


Muay Thai is a form of hard martial art practiced in several Southeast Asian countries including Thailand. The art is similar to others in Southeast Asia such as: Kun Khmer in Cambodia, Lethwei in Myanmar, Tomoi in Malaysia, and Muay Lao in Laos. Muay Thai has a long history in Thailand and is the country's national sport. Traditional Muay Thai practiced today varies significantly from the ancient art Muay Boran and uses kicks and punches in a ring with gloves similar to those used in Western boxing.

Muay Thai is referred to as "The Art of the Eight Limbs", as the hands, shins, elbows, and knees are all used extensively in this art. A practitioner of Muay Thai ("nak muay") thus has the ability to execute strikes using eight "points of contact," as opposed to "two points" (fists) in Western boxing and "four points" (fists, feet) used in the primarily sport-oriented forms of martial arts.

Students demand that the education minister resign


Fifty students aligned with the People’s Alliance for Democracy protest at the Education Ministry against the comment by Education Minister Somchai Wongsawat that they should steer clear of politics. APICHART JINAKUL
Education Minister Somchai Wongsawat probably had good intentions when he urged students not to take part in political activities, particularly the anti-government and pro-government rallies of recent days.

Those rallies have turned somewhat dangerous with one dead and many injured during clashes between the two groups of protestors and the police.

But students also have good reason to be interested in politics. Their futures depend on a strong, stable political system and they will some day have to take an active part in seeing that happen.
Many students realise this and that is why a group of about 50 students from Makkhawan Demonstration School of Ratchadamnoen university showed up at the ministry yesterday, demanding that the minister quit.

They placed a wreath outside the ministry on Ratchadamnoen Nok avenue with the message ‘‘In memory of the education minister, who has died in the hearts of young people.’’

The Makkhawan Demonstration School is actually the name of a group of students who regularly join the People’s Alliance for Democracy protest. They come from various schools and universites around the city.

Group head Sangtham Chunchadathan, a PhD student at Rangsit University, demanded Mr Somchai apologise and resign.

Krittin Dingkaew, a second-year student at Thammasat University’s faculty of law, said Mr Somchai’s ‘‘narrow-minded, unethical and immature’’ comments proved he was unfit to oversee the education ministry.

Natthapol Kanasap, a first-year student at Chulalongkorn University’s medical school, said: ‘‘We cannot stay idle with the government’s frequent use of force against protesters.
‘‘We are eligible to vote and have the right to participate in politics.’’

Increasing numbers of high school and university students are ignoring Mr Somchai's advice and are turning up at the PAD rally following the government’s use of force against protesters last Friday and the imposition of the state of emergency on Tuesday.

Kanokporn Promputthachat, Pachara Chamnanprai and Chaiwat On-kaew, high school students at Wat Makut Kasatayaram School, joined the rally in school uniform yesterday.

Ms Kanokporn said they served as security volunteers for the protesters, searching people for weapons between 7pm and 9pm.

Mr Pachara said: ‘‘We come to the rally to get first-hand experience on political demonstrations. Unlike the minister, our parents support us.’’

Sathorn Square : Bangkok's first large office tower development in years


The Bangkok office market was the hardest hit Thai real estate market during the 1997 Asian financial crisis. The vacancy rate reached 40%. There were several years of very high vacancy rate after that.

Over the last two to three years the market has recovered to the point where the market is tight (vacancy tighter) and there are fewer and fewer vacancies and possibly even a shortage of downtown office space. Supply has become a limiting factor. Statistics back this up:
The net take-up rate of additional office space from 2000 to 2005 averaged 310,000 square metres per year. Although the situation has been difficult over the last two years, Bangkok has still seen take-up averaging 180,000 sq m a year.

Supply has become the limiting factor in Bangkok's market for office space because only one office tower has been built in Bangkok since the Asian financial crash.
Those office towers already built are almost never available for sale. Owners are unwilling to sell their properties because this could be seen as a sign of financial difficulties.

Compared to other popular locations in Asia for corporate headquarters such as Singapore and Hong Kong, Bangkok's office rental rates are among the lowest and most affordable. Bangkok is still an attractive location for institutional property investors looking for international-standard office buildings.

An additional new regulatory factor may make building new office buildings even less likely in the future. Rumours suggest Environmental Impact Assessment (EIA) regulations will change to require all buildings of more than 10,000 square meters to get EIA approval. This will likely lengthen the development for any new office building.

Sathorn Square, scheduled for completion in 2010, is the only office tower that has been built recently (See artist's impression of the completed building on the right).

The target rent for the Sathorn Square building, with a net space of 72,000 sq m, starts in the range of 800 baht per square meter per month and will rise as the building fills up.
The office tower will also have large floors of 2,000 sq m, something many large companies prefer for consolidating operations over fewer floors.

To keep the height of the development down, the five story car park is located underground.
The design uses sweeping curves to "draw your eye upward" and prevent the building from looking fat or big and blocky.
